According to Railway Age January 2009, the FRA is mandating that all Commuter/Freight lines and Toxic inhalation hazard routes need to be upgraded to Positive Train Control by 2015 because of the Metrolink accident. The Los Angeles area needs this system in place by 2012. Does PTC require engines upgraded or tracks?

Both, the tracks need the equipment installed and all locomotives used as lead locomotive on that territory , including cabcars etc need to be equipped with proper equipment.
If Conductors are in charge, why are they promoted to be Engineer???
