Absent signal in yard service

I don’t know if this would be the thread for this. Just looking for some guidance or insight. Are Railroads required to inform employees that they are removing a signal on operating territory where work is routinely done. It sounds like an obvious response. But looking for clarification if anyone could help

When a signal is taken out of service, it's usually noted in a General Order Bulletin given to employees. Don't know if that applies to all railroads, however Same thing if a new signal is put into service.

Rules require that when a movement encounters an imperfectly displayed or inoperative signal, it must be regarded as the most restrictive indication that signal might display. So if there used to be a signal in a given place which might, at times, indicate "stop", if a crew comes along and that signal is not there, if there is no bulletin or proper instruction to the contrary they must treat it as a stop.
