It's not the standards that have put the work on hold ... it's the fact that the GBX crew was modifiying the cars enough structurally that they now have to comply with regulations they could have avoided, had they done their homework first and planned the overhauls accordingly.

Of course, that doesn't stop Ross from trying to spin it into blaming the government ... but one would think they would have taken all the potentials into account BEFORE proceeding with gutting the cars.
