The power cables coming of the right end seem to indicate it's permanently in place. What was the car used for? What's the car to the left? It seems the yellow railing is part of that car and there is a slight roof overhang on the end. Are those doors cut in the side?
Did this stuff make it to the R&S or was it scrapped on site?
