Does anyone know what happened to the climax? There 44 tonner has been running the trains for about a month now and haven't seen any steam yet. This didn't happen last year.

10 Really!? Did they pull a number out of a hat or something. Up until this year it was yearly correct?

It was every year the past 10 years or more, but before the 45 anniversary I'm not 100%sure if it was then or earlier that they had it every 10 years.

with clarks being never connected to the national rail network, are they under the same fra rules and regs say the conway scenic has to follow? like the 92 day inspection or the 15 year rebuild that the 7470 is undergoing?

I believe its currently regulated by NHDOT like the Cog Railway is.
As I posted 5 years ago (p.10) on the Cog Railway thread this could change if the federal government has there way.
FRA could potentially have jurisdictions over railroads with a bridge length of 10 feet or more and with the covered bridge the White Mountain Central, may be subject to the rule change if it ever comes to pass.
