the official verbiage about the watuppa and bclr
"CSXT previously sold the track and material, and leased the underlying real estate, on the Watuppa Branch between mileposts QND 0.08 and QND 6.0 to the Bay Colony Railroad Corporation (BCLR). See Bay Colony Railroad Corporation— Acquisition and Operation Exemption—CSX Transportation, Inc., as Operator for New York Central Lines, LLC, STB Finance Docket No. 34446 (STB served Jan. 16, 2004). CSXT states that, in this transaction, it will convey the full scope of its ownership interest in the Watuppa Branch to MassDOT, subject to BCLR’s rights and interests and CSXT’s retained easement over the first 0.08 miles of the branch. Pursuant to an agreement between CSXT and MassDOT, BCLR will continue to provide common carrier service over the 5.92 miles of the Watuppa Branch west of milepost QND 0.08, and MassDOT will acquire only the real estate underlying this section of the branch."

OK...then those conditions subject to BCLR's rights and interests have been met, and that agreement has happened. Because on December 3, 2016 A.D....MassDOT owns the title deed. MassDOT has owned the title deed for that land since at least 1 official FRA-filed State Rail Plan prior to the current 2010-16 term document, and at least 2 official published State Rail Maps prior to the current 2013 document. Somewhere between 1/16/2004 and 2008 or '09...all of that ownership legalese sent the title deed into the state's lap and sent the above passage of if's/but's into the annals of history. I'm not really sure what the debate is here. The state owns it. BCLR operates and maintains it. Unless we get a kooky series of events that induces a crisis where BCLR's Florida owners decide to liquidate the BCLR reporting mark and seek scrap proceeds before any of the customers cease service, there's not going to be any forensic value in that legalese.

I assume this engine is drained and shut down when not in use ?? if so how much water/ coolant is needed to fire this engine up every time??

Maybe they have a truck mounted tank and pump with the necessary
hose and fittings to both drain and fill the loco and use the same water.
Of course, the truck would have to be stored somewhere fairly close in
a heated garage, etc.
