Judging by the locomotive and the distinctive style of the tower, the photo was taken on the Cleveland, Cincinnati, Chicago, & St. Louis (known by all as the Big Four), a New York Central RR subsidiary. That would most likely make the spot Valley Junction, Ohio, in Hamilton County, about 18 miles north of Cincinnati near Cleves, Ohio. Would that make sense?

I'll send the photo to the county's historical society, maybe they can use it.
Maybe even date the photo from the train/tower. Don't know if any of my
relatives are in the photo but someone local may be able to identify a relative.
