Who owned/owns the railroad bascule bridge that's raised in the up position right next to the 490 in Cleveland? It looks like there's still single track there, is it used or permenantly raised?

That is CSX (x-B&O) trackage which extends from the North end of the W. 3rd St. Yard and which originally went to the NYC and PRR interchanges at Whiskey Island, crossing 2 more movabale bridges en route. There was also a switchback connection to the NKP which was the passenger route to Cleveland Union Terminal.

The line extends only to the power plant at Collision Bend and serves a couple of consignees including the connection to the Arcelor Mittal steel plant.

It is a whole lot easier to stop a train at a Red signal for a raised bridge than it is to stop a vessel moving with river current for a lowered bridge.

Note- Lake vessels that enter the river Bow first - will move Stern first when making ther move on the river back to Lake Erie - the navigable river is that narrow.
