ANYTHING is possible.

The question at hand would be would it be economical? What purpose would be satisfied by doing so? What niche would this locomotive fit?

You want an oversized locomotive with an undersized powerplant shunting cars around your yard, that's your perogative. Me? I'll wait for an economic retrofit for the 645 to tier II, or for a new EMD prime mover that is tier II or III compliant and fuel efficent to put in the engine compartment. If I want something like a Genset switcher, then I'll buy a Genset switcher to fit that niche.

But that's just me.
