Work under kosciuszko bridge on lower montauk

Anyone know what work is taking place under the kosciuszko bridge construction site? I've seen NY&A's track crew there with both tracks blocked (and lots of other guys with heavy equipment) 2 weekends in a row.

I'm guessing it will be a new temporary crossing for construction vehicles - maybe access for construction of the Queens bridge tower? (Brooklyn side is almost done). Hard to tell for sure though from the nearest public crossing (at the old phelps dodge site)
