M&E Passenger Car in St. Louis

For at least the past 2-3 months, there has been a passenger car parked in Amtrak's small storage yard just west of the "temporary" Amshack in downtown St. Louis. The car is painted what appears to be black and gray, with a white stripe. The car is also marked in small stick-on letters as M&E 3001 or M&E 3004, I don't remember which.

Anybody know anything more about this car?
