There are reports of major wash outs on parts of the NS southern tier route and parts of the CP Sunbury sub are flooded south of Wilkes-Barre. Is there a possibility that the old Buffalo line route will be reactivated for through service from Buffalo to Enola during this emergency?

Might I recommend that you travel over to the New York and Pennsylvania fora for more information. You will see on the PA forum a report of several washouts on the Buffalo line.
