Have you seen this study by Brookings? There is an amazing Interactive Map...

Without reference to capital costs, assuming the figures are correct, these charts support the claim I've heard so dismissed in recent years, that the NE Corridor subsidizes the long distance trains that go through Representative Blowhard's remote state. (motto: everyone else's appropriations are pork) Amtrak is a political baby as much as highways and airports, which always get grants, not subsidies. A more interesting map would show subsidy/mile versus length of tenure of senators and congressmen along the route.
