11:00am to 7:00pm are the open hours for the temporary ticket offices,thats what 11:00 to 19:00 translates to.
The Question is will they sell the full range of tickets,or just 1 ways back to the city?

As far as P+W's FPCH,figure on that will be stuck there at Oak Pt yard till the NTSB releases the wreck site,there is NO set time line
for restoration at this point. And the Danbury-Derby Jct detour is a lost cause(HRRC's track is the "pits")

Were these bridges raised back in the '90's to allow tri-level racks to GM plant at Tarrytown?
but no repair work was done to the bridge at that time??

This accident has made the national news,used an overhead shot of the wreck,NTSB now controls the scene,time to wait for the report.

Most if not all HRRC track is class 1 or exempt, you really don't want to run on that!!
Very derailment prone as well. :(

From a News Conference done by Gov Malloy(heard on WCBS stream) NTSB called in to invesagate the accident,the scene has
been secured for NTSB,no time given for service restoration.
