CSX is planning to rehab a few tracks to expand operations. My guess is they will kill off Lowell switching as soon as possible.

Foreseeable future, no. But Milford via Franklin is conceivable. I'd like to see a Millis to Needham Jct shuttle after the Needham Line is consumed by the Orange Line and Green Line, but it is unlikely. Maybe if everyone in Dover died it'd be possible.

The primary intent is for freight. The T-pad is supposed to move to Iron Horse Park in North Billerica at some point.

BO-1 and BO-2 go to Lawrence fairly often, not just Lowell. LA-1 rarely goes to Boston, but it has happened if things are jammed up. I think the simplest answer is ease of switching. The tracks in Lowell are spread all over the place, on different sides of the main lines, some can by accessed at CPF BY, some were south of BY. MEDOT should have been spending money on the Madison Branch instead of the Mountain Division. Somewhere with actual potential carloads instead of chasing dreams.

GLX was the initial force behind shifting more traffic to the Western Route, but cab signals sealed the deal for DOBO/BODO taking the Western Route. Eventually the Western Route will also have cab signals, and NHN/PAR will have to figure out how to get cab signalled power on DOBO/BODO.

PAR was ready to make another attempt when rumors were swirling of an NS-CP merger a few years ago.
