It wouldn't be smart for the state to use surplus money for the improvement. California's finances are shaky at best, shouldn't waste surplus money on it, but I will bet the money will get spent on something stupid if it hasn't been already.

According to the site below, the wide gauge was chosen either because of wind problems crossing the Golden Gate Bridge or to make the ride more comfortable. The seats in the existing cars don't recline because most of them can't recline separately. Meaning, there is a plastic panel behind the seat that forms the fold down trays for the seats behind you. The arm rests on the California fleet fold up. Also most of the windows can be opened in emergency situations. Another thing, why would you jump out of a two story window?
