I'm assuming VIA as a Canadian government entity has the ability to borrow money for capital projects at very low interest rates, in virtually unlimited amounts, depending on politicians.

Ok, what would the likely train speed be from Worcester to Lowell, Lowell to Nashua, assuming the track is upgraded? I know this has been addressed elsewhere, probably in the train from NYC to Maine thread.

I would say electric traction should be inherently more reliable than diesel/electric. I would think an MU train would have more issues due to complexity than a push-pull, don't know if that would affect reliability tho.

How long do the crossing gates need to be down before a train that is travelling 10MPH? How long would it take an 8-car train to clear a crossing if it is starting from a stop that is adjacent to the crossing?

Every time they do a project I regret it. Because every project goes way over budget. Because they just add to the debt. Remember, the MBTA is insolvent and should be in bankruptcy receivership.

Rubber tired road vehicles are superior to rail for stopping distance. They are worse for fuel efficiency, but that is nothing compared to labor & rolling stock cost. Jorge Quiroga at 11PM on WCVB said they were busing between Eliot and "that station on Washington Street" (Woodland). They also interviewed someone who was on the train, who stated the operator locked the doors and they waited for the first responders.
