If the P42 came lite from PHL to HAR, it would take longer than typical revenue speeds due to reduced braking on the engine(s).

The new Penn schedules have the consideration of reduced capacity of one of the four North River bores being OOS for refurbishment. They definenty could've gotten to this level of GCT/Penn service more gradually (across several months, not years), but here we are.

I thought the grant was for Class 2 track (25 mph freight) on the 132lb rebuild. Glancing through the docs, I can’t find the reference for the rebuild section.

However the grant also had 3,000 wood ties to keep the network up to Class 1 (10 mph freight) standards.
