National Grid has to make upgrades to a number of substations to replace old transformers, circuit breakers etc. due to aging components. This might be part of that effort. Also may be changes due to shutdown of the Huntley and Dunkirk coal-fired generating stations.

From what I have read on-line, the gusset plates will be painted to match the rest of the structural steel and should start when the weather finally warms up.

I looked at my 1970s track chart and the description and location appear accurate. The train is pulling into Dye siding, presumably to meet a Binghamton-bound train.

We've nailed down the location but not the original ownership of the building, and I can't add much to that discussion. Well, Otto - look at it this way: this thread inspired me to act. The Salamanca Rail Museum now has a Pennsylvania Railroad TrucTrain sign in their collection.

The sign I have is made of .040 inch aluminum and I don't think it is porcelain enamel. I say that because my impression of porcelain enamel is that it is very brittle, which this paint is not. The 1965 E-L track chart copy I have is barely legible but it does show something in the vicinity... At MP 390.67 there is what I think reads " 5 x 5' 11 St Arch" which I take to be stone arch... or is it steel reinforced concrete arch? The East Main crossing is MP 391.03 so per the track ...
