One reason would be that there are no longer any through lines that go to Niagara Fall directly such as the Falls Road or the Lehigh Valley. Everything has to go through Buffalo to get there.

This is not exactly what you requested but I have the dispatcher's train sheet for the stretch between Sparrowbush (just west of Port Jervis) and Newburgh Jct. for Wednesday, July 23, 1958.
