When the original right-of-way was established, common legal practice was that the ROW would exist as long as it was used for railroad purposes. The existence of the rails probably meets the statutory requirement, otherwise ownership of the ROW would revert to the original landowner or the successor.

The newest car or truck in the picture is not later than 1935. They all have fabric roofs; the industry went to steel tops 1936-1937.

Since that part of the Merrimack was navigable, I always assumed that it provided a route to reach a loading point on the river for barges to deliver some of the huge equipment that the WE plant used. Just a guess.
