Since CSX is keeping the line from Syracuse to Woodard to maintain the Fulton Sub connection, they must plan to continue to operate it. The Baldwinsville Sub really has no connection to the deal.

I just heard from a retired employee that Kodak Park is about to receive their final coal shipment with the total conversion of the power plant to natural gas imminent. I just heard the NF Dispatcher say "the Charlotte" was recently changed to "other than main track"

This implies it was Rule 94 before and is now Rule 96, restricted speed, not under Dispatcher authority.
