Seen the crews out East of Rochester, apparently testing the new installations prior to being put into service over the past week or so. Even caught glimpse of the illuminated display of a signal turned across tracks of a new signal as I went by.

That'd be yes for CSX as well. Seneca Yard handles this and container traffic for the Buffalo region. Weather difficulties (deep cold with snow) over the past couple weeks have caused some issues for CSX from Chicago to Buffalo

If the power outage was effecting any area East of a CP, the circuit without power, can not detect track occupancy, and will throw the entire section between CP's into default restricted proceed, and a Stop signal at the prior CP. BTW, Wright-Wisner removed all of their spur track and expanded their building over the area were their siding was over the past year. CSX removed the switch last year.

These industrial spurs are mostly owned by the industry. When CR/CSX removed the switches, they removed what belonged to the RR. What's left is the industry's to deal with.
