That's the track that heads to and over the Susquehanna river bridge of the old Bloomsburg branch of the DL&W.
The Luzerne Susquehanna shop is a few blocks to the south via the left track, and they normally store engines in this area.

The portion between Scranton and Binghamton is operated by CP and is quite active, so infrastructure on that segment wouldn't be as much of a problem. But basically, besides the damaged bridge and perhaps a few other spots, isn't the Stourbridge Line intact all the way?
