Guilford/Pan Am dumped some ballast in areas, but for the most part it's a sand/gravel mix. When the line was built they used sand and cinders as ballast.

There already is a limit, and has been for a long time; MPR-44. You cannot operate west of there without permission. This isn't the same as using Tiger Grants (or whatever they call them these days) to replace some rail or whatever. It's twenty miles of track that needs to be completely rebuilt from the ground up.

Not exactly sure what you mean by a different crew doing the pulling, but Pan Am will still run to Rumford with PORU/RUPO and move the freight over the mainline. Watco is merely doing the switching inside the mill. If you meant that Watco crews will literally be confined within the yard, everything ...

A trackmobile would never work at Rumford. Not unless they want to do Tk 21, 37, etc one car at a time.

No, there isn't, unless someone pays to rehab the branch. Pan Am isn't going to haul woodchips twenty miles for next to nothing at five mph on a track that's not even considered a branch anymore.

Word is the abolishment of EDAY (and a couple other jobs) is to force guys onto the spare board to make up for crew shortages.

I believe the point being alluded to is that there is very little room at Rumford to build a new warehouse, mill owned land or not.

Right now the Stony Brook is all 25, except NC-303. The section of jointed rail by Meadowbrook Road is the worst spot by far now, the rail is worn out, and you’re either picking up speed or slowing down over it. Apparently it's good for 25, been over it a few times at 25 and it wasn't any worse than other spots. The only speedos on the Stony Brook were the two I listed, plus Pleasant St. in Forge Village. Almost... the bridge where they cross the Stony Brook just west of 307 needs some work. There's a hole in the deck of the bridge, and I believe the footings are getting bad as well. But besides that all they need to do is get 303 to NC up to 25, and the entire thing will be 25.
