They were planning on retiring them a year ago, but changed their minds and decided to overhaul them instead.

No one barely rides the gold line as it is. They shouldn't get "express" service at the expense of more worthy projects such as the green line to LAX, the downtown connector, the purple line extension, etc. People will actually ride those lines.

The fare gate study was voted down so no fare gates or distance based fares in LA anytime soon.

That email sounds like a specific persons interpretation of the official policy and the meaning of parts of it aren't entirely clear. If they have specific rules regarding photography they should post them on their website to clear up any confusion.

I forgot to mention that I think that both of these ideas suck! Especially since the main reason for the fare gates seems to be worries about terrorism. Distance based fares seems to go against all that has been done to this point to facilitate easy and seamless transitions between rail, metro bus, ...

LACMTA wants to put fare gates on all stations if possible. This even includes the light rail stations. This is actually doable for most of the light rail stations although I expect that it can't be safely done on most the street running stations.
