Yes, it is now DCS per bulletin order from the Junction all the way to North Adams. For a time it was also yard limits around the junction on the main too, not sure if they at least ironed that out. They were in a pissing match (what else is new) with the VRS to figure out who would pay to fix them....

Yes that is correct. To CP it became virtually useless as a through route - however I often think about what Norfolk Southern might have been able to do with it had they had direct access to Kenwood and the Port. Like CP not willing to ditch from Crescent to Schenectady, perhaps they would have been...

The B&M was still running to Berlin as late as '89 - so I do not believe the line was leased until a little later.

That is not entirely true. Rule 98 is not synonymous with no holds barred. If the operator is running over someone else's trackage (whether is be controlled or non-controlled), then they at the whim of that host carrier's ruleset and their requirements. Not an issue at Rumford it seems though.

They're not going to rebuild the entire Mountain Division to move slurry to Portland.

Bellows Falls to Portland that way is 255 rail miles, many of which is either out of service, or cannot handle any tonnage.
Bellows Falls to Portland via PAS Haulage is 223 miles and it exists.

Yes, trackmobile outfits can have rights onto a set physical track(s) outside their property, but they must be qualified.

At the moment NHCR is dependent on a single carrier. That would be one possible consideration. Much further up thread VRS supposedly indicated interest in a more direct route to Portland, Maine in 2014. My assumption is Pan Am would of course be the carrier. This concept seems unlikely to materiali...
