They've been reporting on the local news that highway 101 has opened today at noon pacific time after the tragedy in La Conchita (Seacliff area). The power is still out. It looks like 2 - 7 days before the power is turned on. In this area the railroad tracks run along side of highway 101.

Metrolink is running, mostly because they operate into Los Angeles from Moorpark.

You are probably right. Union Pacific has been running extra freights up the Saugas line (Burbank Junction to Palmdale Junction) during the night hours. At Palmdale Junction, this is where the Palmdale - Colton Cutoff joins up with the Saugas Line to make the Bakersfield Line. They can take the long way around.

Besides, along the coast, there is not much for traffic stops north of Oxnard until close to the Bay Area.
