FRA track inspection vehicle in Buffalo

Saw the Federal Railroad Administration car this morning around 431.
Anyone have info on it, or just normal inspections.

routine periodic inspections.

The Track inspection cars are funded and owned by FRA but operated by a outside contractor.
only purpose is track inspections , just to verify that required maintenance is done and done correctly.
