I have EL 3632 listed as "NS Q#1", an NS testbed unit:

if "Q#1" was repainted and renumbured to NS 1000, then it could be the same unit..
doesnt make sense that NS would bother to paint such a unit though..
but some googling confims its true!

So yes, that is in fact EL 3632, one of the EL bicentennial units..

should be noted that this is also not a scale test unit, it is a test unit for rebuilt prime movers. It lacks traction motors thus it is unable to move on its own.

Conrail sold this unit to an outfit in Massachusetts when it was retired and the prime mover was removed to power a car crusher if I remember correctly. There's a photo of it there in ratty CR paint in an old Railpace.
