New Signals : Illinois Subdivision

I have noticed that along the IL Sub they have been replacing signals over the past year, they have also cleaned the right of way, put balast along the accesses to the signals and more. Is CSX up to something on the IL Sub? The reason I ask is because they have even repaired road crossings with more smooth crossings along the sub also. The signals were installed at least 6+ months ago, and they still have tarps over them and are not being used, after they put up new signal towers, is it possible that they are considering going to CTC, instead of running Block Warrants w/ ABS?

I dunno, they replaced a few towers in Barboursville on the Kanawha sub (that I used to see if trains were there >_< If they weren't yellow, something was coming)
