According to NYSDOT the NY&A will receive "$1.7 million for industrial rail terminal construction and yard restoration in at the Deer Park Yard, Suffolk County".

Has the intermodel yard been green lighted?

NYAR has nothing to do with the proposed intermodal yard. That project is coordinated by the state, and if it is ever built its operation will be placed out for bid for a designated operator.

The grant funding is probably to rehabilitate existing infrastructure and maybe add a track or two. Not too much can be added due to the limited amount of space available.
