NECPak Installation trouble

I am having an odd issue with installing this package on my computer. Here is the screenshot of the error message.

Did you extract all the files in the zip to a folder, then click the installation exe located in the folder that you just extracted all the files to? If that isn't the problem, try re downloading the file since it may be missing or corrupted.

I tried your suggestion but I still get the same results.

Is there any other course of action I should take?

I have this same problem. I use Windows Vista and I'm thinking that is the reason I have this issue.
