Finger Lakes Rail Riders Penn yan- use of ROW

Revisited the thread from years ago about the FLRR storing cars from Penn Yan to Bellona.(2010 ?)

I see now Finger Lakes Rail Riders on Havens Corners Rd uses the rails heading south for aways.
Question is who owns the ROW? Yates County?

According to the tax maps, still owned by FGLK.

As I was looking around I remembered the Bellona Station site where there had been a grain transloading facility at one point. I had visited there 20 years ago and noted the siding rails still visible in the ground in the residents yard , this one is a more recent screenshot.
