Joint IC Track in E. Dubuque

I used to work through E. Dubuque, But I found an old Trains article about the BN from 1988. When did BN get control of this line? I was told that is was single direction track. The interlocking was controled by East Cabin. When was the CTC installed?

Between Galena Jct. and East Cabin was CTC'd about 1994.
