Passengers. FTA supported services have to keep fares within certain guidelines as part of federal efforts to encourage use of mass transit.

Well aware that the Brunswick-Hagerstown B&O line does not follow I-70, also well aware the most of the Appalachian mountains exist on a nominally North - South axis that in one way or another have to be conquered in moving from Weverton to Hagerstown.
