The scrap yard is not legally obligated to oblige Ulster County’s request not to sell to the railroad. As long as someone is willing to pay the price they can sell to whom ever they want. So unless the owners of the scrap yard are hardcore trail supporters, why are they refusing to sell the rails back to the railroad?
