According to Metro documents, about 9 out of 10 weekday trips on Metrorail arrive on time.

This is really easy to say since they already play fast and loose with the definition of "on time".

The proposal was only approved by the committee. It still has to be approved by the full Board of Directors later in the month before it would go into effect.
