They use the east end of the bridge for head room when turning locomotives around the wye to minimize tying up the mains.

Cynwyd line has bus substitution today 6-2 until Friday 6-9. Maybe the new connection is done and being cut over ?

Yes; I just heard today from a friend who says that's exactly what's happening. I suppose there'll be a crowd of fans on the first trip after the cutover.

Does this mean rail service resumes on Friday the 9th or on Monday the 12th?

"Beginning at the Start of Service, Friday June 2nd and continuing through Friday, June 9, 2017
Due to construction for the Cynwyd Access Project, buses will replace ALL Cynwyd Line trains beginning Friday, June 2nd and continuing through the end of the service day, Friday, June 9, 2017."
