Refusing to pay rent

There is talk of NJT withholding payments to Amtrak for use of its tracks and facilities. Wouldn't that make NJT a squatter in the North East Corridor? and of course, without the money, Amtrak wouldn't be able to maintain the tracks that NJT uses; just keep tracks 2 and 3 in working condition and embargo tracks 1 and 4.

They need to make Amtrak a guest in the NJ and New York area , the last 3 months have been disastrous

I sell NJT tickets and my customers are echoing that comment.
