Looks like they are looking to get involved in a legal manner.

That's just CYA. BSRR obviously has some kind of agreement with P&W, this is in case G&W tries to renege for some reason: "we know you have an agreement with P&W, but our insurance carrier doesn't want us to allow passenger service"

Still, a lot of activity on that docket.
