The solution a Spuyten Duyvill is to build a flyover of both the river and over the western MNRR tracks to allow un hindered access to <> west side tracks.

North of Poughkeepsie there's segments of 110mph. If you mean at Spuyten Duyvil that's because of the interlocking there and it often has to wait for a MNRR train.
