Gee Swampy...you forgot to throw "Septa" into your rant. Got a few questions:
1. "...fault-ridden testing bed..." What is fault-ridden about it?
2. ""...under-funded"? How?
3. "untested"? This is probably the most absurd statement. It's been undergoing testing for months, involving the FRA to ensure they are satisfied prior to it being turned-on.
4. "absurdly complex". How would you design a PTC system without making it complex?
5. "ancient & brutally unreliable equipment stock and physical plant". I didn't know the SL V's were already being called "ancient". Anyway what about the physical plant is "ancient".
and finally,
6. How is the signal system dysfunctional & inefficient?
So it is smartly being turned on one line at a time to ensure it is working properly. Next line is Doylestown. Why, because you are more likely to have a train incident on single track line than multiple track territory. Hey!! Lookit!! Septa doing things right for a change!!
