What happens to the NYA if the LIRR passenger service is shutdown due to the strike threatened for July 19 ???

Is there an outside chance that NY+A is given a "Directed Service"order from the FRA due to the current garbage problem?
The warmer it gets,this garbage will turn RIPE fast and become a health problem!
