This site has fuel consumption numbers for various locos. The GP15-1 isn't listed, but the GP15T is. Comparing the GP15T to the GP9, the GP15T is definitely more fuel efficient, but it's unclear if the difference is substantial enough that it would have paid for the cost of buying one. (That's something that probably only the railroad bean counters know.)
The U18B isn't listed, but I can tell you that it puts all those small geeps to shame when it comes to fuel economy.
