My guess is it's for rescuing broken-down push-pull sets including the passengers.

There's probably a sensor to prevent it from functioning north of Rhawn street........

They use the head end power to power the wire train. That is why the usual power on the wire train is 60 or 61 when they are not broken down. Although the wire train has it's own generator on one of the flat cars or platform car, they prefer to use the engine's HEP. Maybe the small one on the wire train isn't as powerful?

Since the 70 only has 2 Gen-Sets I guess the new HEP unit will go in the empty compartment where the 3rd Gen-Set would have been located.

Wouldn't they be better off picking up a couple of used passenger locomotives already equipped with HEP?

Interesting. It would make it the only genset with HEP... The ALP-45DP's are gensets (two smaller Caterpillar engines, in order to reduce weight), but were designed as passenger units, so they don't count ;-)
