Coolant Recycling

Do class 1 railways recycle coolant? If so are there any harm done to the locomotive ?. When does it reach the limit?
Is there a proper way to recycle coolant?
We know they add borate nitrate into the water for coolant.

Most locomotives do not use a coolant other than water.
If Conductors are in charge, why are they promoted to be Engineer???
